SUMMARY:Science Peace Security '19 Konferenz an der TU Darmstadt
DESCRIPTION:Scientific discoveries and technological innovations have always exerted a great influence on peace and security. New civil and military technologies are revolutionizing warfare. Particularly striking areas are cyber warfare and the rapid development of unmanned weapons systems. Issues of nuclear disarmament\, missile defense or space armament as well as chemical and biological weapons are again becoming more urgent. Furthermore\, frequent use of chemical weapons may lead to erosion of trust in arms control treaties. \nThe conference SCIENCE · PEACE · SECURITY ’19 aims for an accurate understanding and fruitful discussions of today’s and tomorrow’s peace and security challenges. This includes scientific-technical as well as interdisciplinary contributions\, focusing on problems of international security and peacebuilding as well as contributions dedicated to transparency\, trust-building\, arms control\, disarmament\, and conflict management. \nWe invite researchers and practitioners to contribute to this conference\, which will prospectively be published in the form of conference proceedings and special journal issues. SUMMARY:KI 2019 Workshop: Critical Examination of Military AI Applications
DESCRIPTION:AI can be used in armed forces for many areas and is presented as\ncentral for the winning of future wars. Particularly problematic would\nbe the use for selection and attack of targets n autonomous weapon\nsystems and for warfare in cyberspace. However\, only the selection of\ntargets based on automatic evaluation of (meta)data can be problematic. \nWith short contributions and group discussion we want to treat questions\nsuch as: \n\nArms race in military applicationc – real\, in planning and in rhetoric\,\n(Un)reliability of target recognition\,\nAcceleration of combat events\, possibilities and problems of human control\,\nCommonalities with and differences from civil AI applications\,\nUse of AI for disarmament and verification?\nActivities of people working in AI and their effects.\n\nYou will find further information\, such as the detailed program on the website. SUMMARY:FONAS Fachgespräch "Technical Aspects of the INF Crisis"
DESCRIPTION:Die von den USA angekündigte Kündigung des INF-Vertrages wirft ungelöste Fragen über Vertragsverletzungen Russlands aber auch Vorwürfe gegenüber den USA in Bezug auf die Startgeräte Mk41 der europäischen Raketenabwehrstellungen in Rumänien und Polen auf. Obwohl es detaillierte Vorschläge zur Lösung der Probleme durch geeignete Verifikationsmaßnahmen gegeben hat\, wie z.B. durch die unabhängige „Deep Cuts Commission“\, scheinen beide Vertragsparteien kein Interesse an der Lösung des Vorwürfe zu haben. Es besteht nun die Gefahr\, dass es in Europa zu Neustationierungen konventioneller oder nuklearer Streitkräfte oder neuer Waffensysteme kommt\, die erheblichen Einfluss auf die europäische Sicherheit haben und zu einem neuen Wettrüsten führen können. Hierzu gehört auch die Verstärkung der Raketenabwehrpläne und die Einbeziehung von Cruise Missiles. \nZweck des Fachgespräch ist es\, jenseits der politischen Diskussion bzgl. der Motive und Konsequenzen der Beendigung des INF-Vertrages technische Fakten über die umstrittenen Systeme zu liefern. Darüber hinaus sollen die im Rahmen der am 17. Januar 2019 vorgestellten „Missile Defense Review“ der Trump-Administration erwähnten Abwehrkonzepte zur Abwehr „aller Raketen überall\, zu jeder Zeit und an jedem Ort“ analysiert werden.
